Raquel is from the Philippines. She received Christ at 11 and became involved in teaching Sunday School and extension Bible Classes at age13. She joined Christ for Greater Manila, where ACTION started, in April 1972. She resigned from CGM in July 1989 and joined Operation Mobilization (Love Europe Congress and Campaign and afterwards LOGOS II) for cross-cultural training in missions until October 1991. She applied to ACTION as a foreign missionary and was officially accepted May 1992. Raquel arrived in Colombia October 4, 1994, studied Spanish for nine months, and at the same time began her exposure to street kids ministry through outreach. She became involved in Bible study and discipleship to former street kids and families whose work is in the streets in Ciudad Bolivar.

A ministry center began in January 2003, by renting a very small place until the Community Hall was offered. Andrea, the first young person that was discipled, started teaching Bible classes to children every afternoon, Monday through Friday, along with Raquel. The ministry is named, Pacto en ACCION (“Covenant in ACTION” in English). Children and young people are also being assisted in their school assignments. The ministry is also offering an educational sponsorship program, and, at present, there are about 50 children studying because of this program. Raquel taught Bible classes with the adults every Wednesday until worship services began every Sunday morning and Wednesday night. The pastor of the church, Javier, started coming to the ministry center when he was 12 years old.

As the ministry grew, the Lord provided a permanent place for Pacto en ACCION, moving to a new, two-story building in 2009. In 2010, a Feeding program began, where 100 children are served lunch three days a week.

In 2015, construction began, and a third floor was added to the Pacto en ACCION building, with the purpose of using it for kids and adults classes. In 2016, a Vocation and Discipleship Training Program was started for mothers. They learn sewing skills on sewing machines, while being discipled in their spiritual faith.

In 2018, Raquel moved back to the Philippines.
